Copy the workflow file

Copy vivelydeploy/.github/workflows/build-client.yml into the new app repo under .github/workflows/.

Edit workflow env vars

VIVELY_APP_ID — App Registry ID

WORKER_NEEDS_BUILD — `true` for TS builds, `false` for plain JS
